Clean cache works only for client, like you restart him.
Just look source code interface.

I would say it works not "as if you restarted the client," but more like you made it seem like an important manipulation, though in reality, there were no actual improvements.

    class'UIDATA_PAWNVIEWER'.static.ExecuteCommand("FLUSH"); //crap
