LCID - Open: "Control Panel" -> "All Control Panel Items" -> "Language". Select the section "Change date, time, and number formats". In the window that opens, select the "Advanced" tab, look at the value of the "Language for programs that do not support Unicode" option. "Language: Russian"
Run TIme - if windows x64 you need to install vcredist x64 and x86 libraries!!!

But I think it's still LCID.

Not being funny, you are trying to implement custom features and its developers fault? When you are buying something with no source its your job to make sure that it will work, developers support is only within main features, so my friend why are you trying to make out that its his fault?

I bought it with the Developer's authorization and I have access to GIT, that's why I'm stating the absence of the folder, generally Git removes it automatically if the folder is empty. and you're just another person who hasn't read anything and is jumping to conclusions.

Did you try game/config/main/formulas.ini then BalancerAllow = False to True to appear folder and the file?
//balancer in the game to set balance.

Maybe you have special characters somewhere in your folder's path (such as ñ, á, é, í, ó, ú) and the system is unable to process/handle/read them correctly, which would result in a path-not-found exception. Have you tried moving the LAUNCH directory to something simple like - C:/LAUNCH_DIR?

Salty Mike and ryerae Yes, it is marked as true. The issue is that the folder named "balancer" is missing from the Git project, and it needs to be created for everything to work properly. I created the folder in the correct location, and now everything is working fine.
